Dự án có phía bắc giáp sông Ngũ Huyện Khê; phía đông bắc giáp phường Phong Khê, thành phố Bắc Ninh; phía đông nam giáp đường sắt Hà Nội-Lạng Sơn. Quy mô dự án vào khoảng 1.600ha; diện tích lập quy hoạch khoảng 1.400ha. Quy mô dân số dự kiến khoảng 80.000 người, bao gồm dân số hiện trạng khu vực các xã Phú Lâm, Nội Duệ, Tương Giang, Tam Sơn và thị trấn Lim.
Dự án sẽ hình thành một khu đô thị đa chức năng, có quy mô cấp vùng tỉnh, thông minh, đáp ứng yêu cầu phát triển kinh tế – xã hội của tỉnh, có bản sắc văn hóa của địa phương; Làm cơ sở pháp lý để tổ chức lập quy hoạch chi tiết các khu chức năng và triển khai đầu tư xây dựng, phát triển đô thị đồng bộ hạ tầng kỹ thuật, hạ tầng xã hội.
Về phân khu chức năng, khu đô thị được tổ hợp với các chức năng chủ yếu sau: Khu trung tâm của khu đô thị với quảng trường lớn, các công trình công cộng, trung tâm thương mại, dịch vụ…; các khu công viên, khu vui chơi giải trí (công viên chủ đề theo mô hình Disney Land, công viên thiên nhiên, văn hóa, biểu tượng, đặc trưng văn hóa của Việt Nam); khu thể thao và học viện Golf; khu nghiên cứu, giáo dục, đào tạo, y tế; khu nhà ở, dịch vụ du lịch cao cấp; khu nhà ở; nhà ở tái định cư và phát triển dân cư, công trình công cộng, hạ tầng xã hội của các địa phương,…); khu nông nghiệp và nghiên cứu nông nghiệp công nghệ cao; các khu dân cư hiện hữu được quy hoạch cải tạo, chỉnh trang.
