Nhà mới bàn giao tường đã nứt
Nằm ở vị trí đắc địa giữa ngã tư Hàm Nghi- Nguyễn Cơ Thạch (P.Mỹ Đình, Q.Nam Từ Liêm, TP.Hà Nội), dự án Khu phức hợp Căn hộ – Văn phòng – TTTM – Dịch vụ Golden Field Mỹ Đình do Tổng Công ty MBLand (MBLand Holdings) làm chủ đầu tư, mới đưa dân vào ở. Tuy nhiên các căn hộ của đây đã xuất hiện các vết nứt ở trên tường, vữa trát tường bị bục không đảm bảo chất lượng.
“Đua” tiến độ, chung cư Golden Field Mỹ Đình đang bị cư dân phản ánh về nhiều bất cập.
Theo phản ánh của cư dân Golden Field Mỹ Đình dù công trình mới bàn giao được nửa năm, nhưng xảy ra nhiều tồn tại, bất cập. Cụ thể, các căn hộ ở trục căn 12, căn 18, căn 19 phản ánh tường có hiện tượng bị nứt, vữa trát tường bị bục không đảm bảo chất lượng. Nguyên nhân được dân cư cho là do tình trạng nhà bị sụt lún.
Theo quan sát của PV tại căn hộ số 1212, vết nứt dài chạy dọc trên tường phân chia các căn hộ từ trần nhà xuống. Theo các chủ căn hộ này họ đã báo ngay cho chủ đầu tư nhưng vẫn chưa nhận được phương án xử lý, khắc phục còn vết nứt ngày càng dài và to.
Vết nứt dài tại mảnh tường từ trần nhà xuống ở căn hộ số 1212.
Cư dân bức xúc với mùi từ nhà hàng buffet hải sản.
Bên cạnh đó, cư dân còn phản ánh hành lang và thang máy luôn trong tình trạng bụi bẩn, nhà chứa rác không bật hút mùi, rác thải không được vận chuyển thường xuyên, tầng hầm B1 vẫn còn khu vực chứa phế thải xây dựng… làm môi trường sống ô nhiễm nghiêm trọng.
“Ngoài việc chất lượng xây dựng có vấn đề, chúng tôi rất bức xúc khi chủ đầu tư để cho nhà hàng buffet hải sản vào kinh doanh tại tầng 3 khối đế nhưng không có biện pháp xử lý hệ thống hút mùi triệt để và hợp lý dẫn đến mùi đồ ăn trong nhà hàng xả trực tiếp xuống sân chung và bay ngược lên trên lô-gia các căn hộ ảnh hưởng nghiêm trọng đến sinh hoạt và sức khỏe của cư dân”, đại diện cư dân phản ánh.
Làm trái quyết định phê duyệt đầu tư
Theo Quyết định số 1969/QĐ-UBND ngày 22/4/2016 của UBND TP Hà Nội do chủ tịch Nguyễn Đức Chung ký phê duyệt về chủ trương đầu tư dự án chung cư Golden Field Mỹ Đình đã quy định rõ, phần diện tích sở hữu chung bao gồm chỗ để xe với diện tích khoảng 6.775m2 tại tầng hầm 01;02;03; phòng sinh hoạt cộng đồng diện tích 315m2 tại tầng 04; giao thông, kỹ thuật phụ trợ 14.655m2 từ tầng hầm 01, 02, 03 và từ tầng 01 đến tầng 30 của công trình….
Tuy nhiên theo phản ánh của cư dân, trong hợp đồng mua bán căn hộ, MBLand Holdings lại quy định hạng mục thuộc quyền sở hữu riêng của chủ đầu tư gồm toàn bộ diện tích tầng hầm 1, tầng hầm 2, tầng hầm 3 và chỗ để xe trên mặt đất trừ hệ thống hạ tầng kỹ thuật sử dụng với mục đích công cộng.
Cư dân phản ánh diện tích chung tại bãi đỗ xe “biến thành” diện tích riêng của CĐT.
“Việc họ đưa điều khoản này vào hợp đồng mua bán căn hộ với khách hàng là trái so với chủ trương phê duyệt của Thành phố Hà Nội. Điều này càng gây bức xúc cho cư dân và người mua nhà khi họ bỏ tiền tỷ ra nhưng không được hưởng những cái đáng lẽ họ được hưởng”, đại diện dân cư Golden Field Mỹ Đình phân tích.
Cũng theo Quyết định số 1969/QĐ-UBND, chủ đầu tư phải có trách nhiệm thực hiện giải pháp công nghệ đỗ xe tự động tại tầng hầm 01 và tầng hầm 02 để tăng chỗ đỗ xe. Tuy nhiên, theo phản ánh, MBLand Holdings không làm đúng với nội dung chỉ đạo của quyết định dẫn đến sự lo lắng về quá tải của tầng hầm.
“Chỗ để xe ô tô tại 3 tầng hầm chỉ đáp ứng được khoảng 200 vị trí và sẽ thiếu khoảng 200 vị trí nữa để đảm bảo được quyền lợi cư dân với tiêu chuẩn mỗi căn hộ có tối thiểu 01 chỗ để ô tô và được trông giữ bảo vệ an toàn. Còn nữa, khi gửi xe máy, ô tô họ lại thu với mức phí trên trời. Cụ thể, phí gửi ô tô qua 1 đêm là 290.000đ, phí gửi xe trong 2 tiếng buổi tối cũng lên đến 120.000đ”, đại diện cư dân phản ánh.
Cư dân Golden Field cho rằng, mức phí gửi xe ô tô có giá “trên trời”.
Với những vấn đề bất cập này, cư dân đã nhiều lần gửi đơn kiến nghị đến cơ quan chức năng và chủ đầu tư. Tuy nhiên đến nay, MBLand Holdings vẫn chưa hề có động thái trả lời hay giải quyết yêu cầu nào của cư dân về những tồn tại mà công trình này đang mắc phải.
Trước đó ngày 17/4, cơ quan Cảnh sát PC&CC đã tiến hành kiểm tra công trình Golden Field và phát hiện nhiều tồn tại, không đảm bảo an toàn về PCCC, chưa đủ điều kiện để cấp văn bản xác nhận nghiệm thu về PCCC theo quy định. Qua đó, Cảnh sát PC&CC đã lập biên bản xử lý vi phạm hành chính đối với CĐT MBLand Holdings hành vi “đưa nhà, công trình vào hoạt động, sử dụng khi chưa tổ chức nghiệm thu về phòng cháy và chữa cháy” theo Khoản 6, Điều 36, Nghị định 167/2013/NĐ-CP. Đồng thời khuyến cáo người dân không nên vào ở, sinh hoạt làm việc tại công trình trên khi chưa được nghiệm thu về PCCC.
